NOM-051 for US brands exporting food to Mexico
An FDA label does not work as-is in Mexico. NOM-051-SCFI/SSA1-2010, as amended in the Diario Oficial (DOF) on March 27, 2020, sets a different label with Spanish information and front-of-pack seals.

1. Key differences from the FDA label
| Topic | FDA (US) | NOM-051 (Mexico) |
|---|---|---|
| Language | English | Spanish |
| Nutrition table | Per serving | Per 100 g or 100 ml, optionally also per serving or package |
| Front-of-pack warnings | No | Octagon “EXCESO” seals plus sweetener and caffeine legends |
2. Seals and the current phase
Mexico is in phase 2, extended to December 31, 2027 by a DOF Acuerdo of July 31, 2025. Phase 3 starts January 1, 2028. See sizes, order and phases in our NOM-051 seals guide.
3. Practical steps
- Recalculate nutrients per 100 g/ml from your analysis.
- Run the nutrient profiles to see which seals apply.
- Translate all mandatory information into Spanish.
- Agree with your Mexican importer and customs broker how the label is applied and verified at import.
- Compare seals with the official DOF artwork before printing.
Note: a draft, PROY-NOM-051-SE/SSA1-2025, was published for comment on December 5, 2025. As of October 31, 2026 we found no final version, so it is not the rule in force.
